GIS Analyst


Pacific Southwest Region


SSS is seeking to hire a Natural Resource GIS Analyst and Programmer
to support an upcoming contract with the USDA Forest Service Southwest Region.
Work will be conducted within the Pacific Southwest Region of California. The
hiring of positions is contingent on receiving the award for the contract.

USDA Forest Service has the need for technical and analytical support for
developing and streamlining workflows to prepare and process spatially-explicit
datasets to support National Forest plan revision, regional vegetation/fuels
projects, One Region/One Program of Work, and other geospatial analytical
support projects. This project shall require programming in multiple languages
including Python, and R. The project shall also require advanced knowledge of
the following software packages applications: ArcGIS, MS Access, MS Project and
MS Excel.

Natural Resource GIS Analyst and Programmer duties include:

  • Compile
    datasets for natural resource data and download corporate data from the
    Enterprise Data Warehouse (EDW). 
  • Automation,
    using python, of multi-scale (i.e. ecoregion subsection, forest and
    bioregional scale) analysis of bioclimatic, vegetation, wildlife and other
    natural resource data. In addition, multi-scale summarization of
    socio-economic data shall also be required. 
  • Apply
    natural resource and geospatial skills to analyze complex resource
    management challenges and provide the team and management with
  • Gather,
    process, and develop raster surfaces for modeling ecosystem dynamics,
    disturbance regimes and other vegetation analytics. 
  • Develop
    tabular summaries of information contained in geospatial datasets. 
  • Develop
    cartographic products and perform live on-screen presentations to show FS
    personnel and the public how data sets were created, how to interpret the
    resultant outputs and present preliminary summary statistics. 
  • Maintain
    project information in tracking spreadsheets. 
  • Validate
    accuracy of datasets. 
  • Generate
    map products that are legible, consistent, and compliant with 508
  • Create
    internal ArcGIS Online web maps and story maps as well as public-facing
    interactive web maps. 
  • Attend
    meetings and provide supporting map products and explanations to assist
    with decision making and data exploration. 
  • Conduct
    quality control and implement geospatial data management best
  • Oral and
    written communication with FS staff regarding how datasets were generated
    or what underlying assumptions are implicit to the data. 
  • Provide
    feedback to the program manager for prioritizing critical tasks. 
  • Assist
    with coordinating task execution amongst immediate peers on an on-going
  • Create a
    knowledge transfer plan to coordinate ongoing work with government employees
    or other designated parties. This includes identifying and documenting:
    • Project
      management processes 
    • Points
      of contact or Location of technical and project management
    • Status
      of ongoing technical initiatives 
    • Key
    • Identify
      pending actions required of the Government
  • Establish
    status meetings for effective communication with the appropriate
    Contractor/Government personnel 
  • Provide
    support as needed to emergency efforts during wildfire suppression or
    post-fire assessment efforts, including cartography, data analysis and
    data summarization 
  • Additional
    project work may be assigned due to changing Regional priorities.


Minimum required qualifications include:     

  • Minimum
    • Bachelor’s
      degree in Forestry, Ecology, Wildlife Biology, Soils, Geology, Hydrology,
      Geography or Earth Science.
    • Master’s
      degree from an accredited college or university in GIS is highly desired.
  • Minimum
    • Five
      (5) years of intensive and progressive experience in a field requiring
      extensive use of GIS and related tools.

Additional required qualifications include:

  • Coursework
    and work-related experience pertaining to natural resource management, as
    well as analytical techniques for modeling and assessing dynamic
    ecological communities. 
  • Experience
    working with the Forest Service or other public land management
  • Knowledge
    and ability to work within the ArcGIS on-line environment.
